The AI operating system buyer's guide

Most enterprise AI buying decisions in 2026 come down to four real options. There are dozens of vendors on the market, but in actual deal rooms, three names and one strategy show up: Microsoft Copilot, Claude Cowork (Anthropic), build it yourself, or an AI operating system like Rebase.

The Big-4 consultancies are still around. So are the boutique implementation shops like Distyl and Sema4.ai. They show up in RFPs and in news cycles. They don't show up in the room where the CTO decides what gets deployed next quarter. That's not a slight. It's what the close-rate data says: enterprises in 2026 are buying platforms, not slide decks.

This is the analyst's view of the four options actually competing for your AI budget. Where each one wins. Where each one breaks. And the disqualifiers that should stop you from buying Rebase if those conditions describe you.

Microsoft Copilot: the default that ships with the contract

Microsoft Copilot is the AI tool most enterprises have already paid for. It comes bundled with M365 enterprise agreements, so most procurement teams classify it as "free" even when the per-seat add-on is real money. It's the path of least resistance. For a lot of enterprises, that's the right answer.

Where Copilot wins. Single-stack Microsoft shops that live in Outlook, Teams, Word, Excel, and SharePoint get real value from Copilot day one. Drafting an email from a Teams thread. Summarizing a meeting. Generating a first-pass deck from a Word doc. These are tangible productivity wins for individual knowledge workers, and Microsoft has done the engineering work to make them feel native.

If your company is genuinely all-Microsoft (your ERP is Dynamics, your CRM is Dynamics, your knowledge lives in SharePoint, your developers are in GitHub, your data warehouse is Fabric), Copilot is probably the best AI starting point on the market right now. The integration depth inside the Microsoft estate is real and not easy to replicate.

Where Copilot breaks. Copilot is a chat assistant tied to the Microsoft estate. It can read what Microsoft can see. It cannot read what Microsoft cannot see, and it cannot write almost anywhere outside the M365 boundary.

That matters because most enterprises are not single-stack Microsoft. They have SAP or Oracle or NetSuite as the system of record. Salesforce for CRM. ServiceNow for IT. Workday for HR. A homegrown app for the thing that actually makes them money. Legacy ERPs from acquisitions still running in the background. Copilot's view of this world is narrow, and its ability to act in it is narrower still.

Most enterprises we talk to have already run a Copilot pilot. The pattern is consistent: strong early demos, real seat licenses get bought, usage decays after 90 days, the AI champion inside the company starts asking "what's next." That's where everything else on this list comes in.

Disqualifier: if your stack is genuinely all-Microsoft and your AI ambition stops at productivity assistance, you don't need anything beyond Copilot. Spend the money on better training and a sharper rollout plan instead.

Claude Cowork: the most capable productivity assistant on the market

Anthropic's Claude Cowork is the second AI tool showing up in enterprise deal rooms in 2026. It's a different thing from Copilot, and it's important to be precise about what it is.

Cowork is a desktop-based AI assistant powered by Claude. It can read files on the user's machine, control a browser through the Chrome extension, control native applications through computer use, and pull from connected MCP servers (Slack, Gmail, Notion, Asana, Linear, and so on). It's positioned as productivity software for knowledge workers, and it's very good at what it does.

For full disclosure: Anthropic is Rebase's BYOK model partner. Claude is one of the model options enterprises run on Rebase. We talk to the Anthropic team often. This section is the honest comparison, not a polite one.

Where Cowork wins. Cowork is the strongest individual-productivity AI assistant on the market today. The reasoning is better than Copilot's. The tool-use is more reliable. The integration model (MCP servers + browser + computer use) is more extensible. If you're an individual knowledge worker, or a small team where everyone has a powerful laptop and you want a serious AI assistant to do real work on your behalf, Cowork is the answer.

It's also the right entry point for a lot of enterprises that want to give their analysts and operators a meaningfully better tool than ChatGPT Enterprise or Copilot, without committing to a platform decision yet.

Where Cowork breaks. Cowork is a desktop app. That's a feature for the user. It's a problem for the enterprise.

The reads and writes happen on the individual's machine, through that individual's credentials, with that individual's permissions. There's no central control plane. The CIO can't audit what an agent did across the organization. The CISO can't enforce data-residency policy on a workflow that runs on a sales rep's laptop. The compliance team can't satisfy a regulator who wants to know which AI agent touched which record and why.

It's also single-user by design. An agent that reconciles invoices for the finance team can't be deployed once and run for the team. Each person sets it up on their own machine. That works at a five-person company. It does not work at a five-thousand-person company.

Disqualifier: if you're a regulated enterprise (financial services, healthcare, government, anything air-gapped), or if your AI workloads need to run continuously, headlessly, with central governance and audit, Cowork is the wrong shape for the problem. It's an excellent tool for the people it's built for. It's not an enterprise control plane.

DIY: build the platform yourself

The fourth option is the one most senior engineers reach for instinctively: build it. The components are open source. The patterns are well-documented. LangChain or LlamaIndex for orchestration. A vector database (Qdrant, Weaviate, pgvector) for retrieval. Mem0 or a custom store for memory. An MCP server layer for tool use. A model gateway in front of OpenAI, Anthropic, and a few open-source options. Wire it together, deploy in your cloud, done.

Where DIY wins. If you have a real internal AI platform team (eight or more senior engineers, ML platform background, strong DevOps practice), DIY is a serious option. You get full control. You get to encode your own opinions about retrieval, memory, governance, and orchestration. You get architecture that fits your stack precisely.

This is the right answer for the Stripes and Snowflakes and Datadogs of the world. It is also the right answer for any company where AI is the product, not the tool.

Where DIY breaks. Most enterprises don't have an internal AI platform team. They have a strong CTO, a stretched data team, an application engineering function focused on shipping product features, and a security team that's already over capacity. The honest path from "we'll build it" to "production-grade AI operating system serving the business" is 12 to 18 months and a seven-figure engineering investment, assuming you get the architecture right on the first try.

You also assume the maintenance burden. Every model upgrade. Every retrieval-tuning iteration. Every connector your business adopts in the next five years. Every compliance audit. Every governance policy change. The total cost of ownership over three years is rarely lower than buying a platform, and the opportunity cost of redirecting senior engineering away from the actual product roadmap is almost always higher than buyers initially calculate.

The other failure mode is partial-DIY. The team builds something good enough for the first use case, declares victory, and then the second use case lands and the architecture cracks. The connectors aren't reusable. The memory model is brittle. The governance was hardcoded for one workflow. You end up with a one-trick system that has to be partly rebuilt every time a new agent needs to ship.

Disqualifier: if you have a real internal AI platform team and the leadership to back a multi-quarter build, DIY can be the right answer. Buy from us if you don't.

Rebase: the AI operating system

Rebase is a software platform with a forward-deployed engineer. The platform connects your systems (ERPs, CRMs, document repositories, vendor portals, legacy databases), builds a unified context layer over them, and runs AI agents that read AND write across the whole environment with enterprise governance. The forward-deployed engineer embeds with your team during deployment and stays until the agents are in production and the outcomes are measurable.

The shape of the offering: one platform, one engineer who knows the platform deeply, deployed in your cloud, live in 6-8 weeks. Pricing lands around $250-400K for the platform license, $50-150K for implementation, and $100-200K for the FDE engagement, depending on scope. Total first-year cost: typically $400-700K. Three-year total ranges from $500K+ for mid-market deals to $1M+ for large enterprise, depending on scope and seat count.

Where Rebase wins. Rebase is built for the enterprise that has 10 or more critical systems, a fragmented stack from years of growth or acquisitions, no internal AI platform team, and real compliance requirements. The customer base today skews mid-market enterprise (500-2,000 employees) with concentrations in manufacturing, healthcare and life sciences, financial services, and PE-backed roll-ups. The pattern is consistent: they tried Copilot, it didn't stick. They considered DIY, the math didn't work. They needed something live in weeks, not next fiscal year.

The platform is model-agnostic (BYOK across Anthropic, OpenAI, open source) and cloud-agnostic (BYOC across AWS, Azure, GCP, on-prem). The governance layer is built in: full audit trails, sandbox isolation, RBAC, SOC 2 + HIPAA-ready, BYOC for data residency.

The disqualifiers that should stop you from buying Rebase. This is the section every honest buyer's guide owes you, and most vendors leave out:

  • You have an internal AI platform team already shipping. If you have eight or more senior engineers building on LangChain, LlamaIndex, or your own framework, and they're actually in production, you don't need us. You need better internal tooling. DIY is your right answer.

  • You're under 200 employees. The platform license and FDE engagement assume the buyer has the operational complexity to justify the spend. If you're a fifty-person startup, even an excellent platform is overcapitalized for the use case. Buy point tools and grow into a platform decision later.

  • You're a single-stack Microsoft shop with a mature Copilot rollout. If your business genuinely runs inside the M365 graph and Copilot adoption is real, you've already made your AI operating-system bet. Doubling down on Copilot is a better use of the next dollar than switching platforms.

  • You're a tech-first company (Stripe, Snowflake, Datadog peer set). You have the engineering bench and the cultural muscle to build it, and AI capability is a competitive moat for you. DIY is the right call here, even though it isn't for most enterprises.

If none of those describe you, and you're trying to make AI actually work across a complex enterprise stack on a timeline measured in weeks, Rebase is the right shape for the problem.

Three questions that should decide it for you

Most buyers we talk to know which way they're leaning by the time they're on a call with us. Three questions usually surface what they already know:

1. Does your stack live inside one vendor's ecosystem?

If yes (single-stack Microsoft, single-stack Salesforce, single-stack AWS), buy the AI capability that ships with that vendor. Copilot, Einstein, Bedrock. The integration depth is real and you'll never replicate it.

If no, you need a platform that sits across the stack, not inside one vendor's slice of it.

2. Do you have an internal AI platform team in production?

If yes (eight or more senior engineers, real ML platform experience, shipping AI capabilities to your business today), DIY is the right shape. You'll spend less and get more by extending what you have than by adopting a platform you didn't build.

If no, the math on building from scratch is harder than it looks. Most enterprises that go DIY end up 12-18 months in with a partial system. Buy a platform.

3. Can your AI workloads run on individual users' laptops?

If yes (the work is single-user, knowledge-worker productivity, low-stakes, no central audit requirement), Cowork is probably the best tool on the market for you right now.

If no (the work needs to run continuously, agents need to be deployed once and serve a team or a function, governance and audit are non-negotiable), you need a centralized AI control plane. That's the operating-system layer.

If the answers are "no, no, no," the decision is between DIY and Rebase, and the deciding factor is whether you have the engineering capacity to build and maintain a platform yourself. Most enterprises don't.

A note on combining

The honest answer is that most of our customers run more than one of these. The choice isn't religious.

Plenty of Rebase customers keep their Copilot licenses for the in-Microsoft productivity work and run Rebase for everything that touches the rest of the stack. Plenty of them give Cowork to their analysts and operators for individual-productivity work and run Rebase as the central control plane for the agents that serve teams and functions. A few of them have small internal AI engineering groups doing DIY work on narrow problems and use Rebase for the broader operating-system layer.

The right portfolio for most mid-market and large enterprises in 2026 looks something like: Copilot for the M365-resident productivity use cases, Cowork for individual power users, and an AI operating system (Rebase) as the central control plane for AI workloads that span systems, teams, and compliance boundaries. The dollars get allocated based on where each tool actually creates value, not based on which vendor sold the loudest.

The AI operating system is the layer most enterprises haven't bought yet. That's the gap in most stacks today.
